When a player has been activated from the IL, he will be posted here:

After a player is activated from the IL, the team that owns the player has 48 hours to pick him up (unless they are listed as away in the Vacation Board). If a team doesn't pick up a player activated from the IL after 48 hours, they are placed on waivers for 48 hours. Since the player would be listed as a free agent on Yahoo, waiver claims will take place on the forum. A thread with the player on waivers will be opened in this board, and any team that wants to claim the player will reply in the thread.
The waiver priority for players activated off the IL is the same for regular waiver players, so if you claim a player activated from the IL, you will lose your regular waiver priority as well. After 48 hours, the team with the highest priority of the teams that put in a claim will win the rights to the player and will have their waiver priority dropped to #12. The team that successfully claimed the player must add him on Yahoo within 48 hours, or he will be rewarded to the team with the second highest waiver priority of the teams who put in a claim. If you have two injured players and you wanna switch the player you have on the IL, you have to add the player you took off the IL within 48 hours or you will lose his rights and he will be placed on waivers as well.
The only exceptions to the above rules will be players designated as "franchise players". First tier franchise players don't have to be picked up for 7 days. 2nd tier franchise players have the regular 48 hour period. However if a franchise player goes on injured list waivers, claiming them will result in compensation being given back to the team who lost the franchise player.
