These are the NBA Keeper League Rules:
1. Activity/General Rules
NBA Keeper League is a fun, Yahoo based league created in 2005. Along with Yahoo's unique Fantasy Basketball System, the league also contains a forum to make the league more active and interactive. We are also affiliated with the [url=http://mlb2004.proboards.com[/url] Yahoo based keeper league. Since our inception in 2005, the league has stedily grown to be a lot more than a Yahoo Fantasy Basketball League. Our interactive events and long-time, active teams are what make the league different than regular Yahoo Fantasy Basketball pools.
In order to keep the league competitive, fun, and running for a long time, team activity is important. As a part of this league, we request that you be an active manager on both the forum and on Yahoo. You do not have to be the best manager even though the league is competitive, an active manager is certainly more important than a good manager. As a part of this league, please check the forum often enough to keep up with league events, and make posts to get involved with the league. We encourage everyone to post trade blocks, start rivalries, write articles, etc. There will be periods of time where activity on a general basis is lower than other times, and that's fine. Just remember to check in from time to time.
If you are going to be gone for a significant period of time, post when you are leaving and coming back under the "Vacation Board". This way we know you won't be around during that time so we know why you aren't being active. Remember to include when you are leaving and returning.
Everyone is asked to be particularly active in important league events. The central part of activity is managing your team, however that goes beyond Yahoo. Part of that includes attending the draft and meeting certain deadlines. If you don't attend the draft without posting ahead of time, it suggests a lack of dedication to running your team. As well, if you don't meet a deadline, for example if you fail to post your keepers before a keeper deadline, it also suggests a lack of dedication. These examples and other factors can contribute to you being removed from the league at the seasons end if we feel that your activity on an overall basis is not up to par with the league. In the past, we have only really removed teams that were inactive the whole year and stopped managing their team, so if you feel that you are a good member in this league and/or are reasonably active, you have nothing to worry about.
It is important to remember that this league is just for fun. There is no prize (other than extreme bragging rights) for winning the league. Trash talking is perfectly fine and even encouraged, just don't cross the line when talking to a team or teams. Have a certain level of respect for every team in the league. If a dispute between you and another team gets serious, please don't say "either he goes or I go" because we would never give into that request even if you are a much better member than the other team. If you have any team complaints about another team or just in general, please do not post complains on the forum. Instead, please keep all complaints private by sending a PM to one of us. This includes discussing a potentially inactive team's activity. This way we avoid potentially serious disputes and league problems.
There are certain penalties which may be given out in certain situations when rules relating to the pool on Yahoo are broken. These penalties include blocking you from trading, adding, dropping, and making roster changes on Yahoo. A warning will usually be given before these penalties are assessed, and they will not be given out for inactivity.
We hope there will be no problems that require any sort of penalties or league disputes. In conclusion, we'd like to say that the longer the league lasts, the more we feel that the league as a whole runs the league, and not just us. It started out differently in order to get us up and running, but we have been running for a long time now and some of our teams have been with us for a long time. A few of us make sure the league events occur and the league progresses smoothly, but everyone keeps the league running. So know that we make the league happen together and we can work out any disputes or problems together.

More specifically, the Trade Reject Time on the forum is 2 days, the Trade Review is by the League, there are Several Trade deadlines, and we also have a special Injured List (IL) system on the forum which gives each team two IL positions to be kept track on the forum.
3. Drafting
As mentioned at the beginning of the rules, this is a keeper league, meaning it does not end after 1 season and each team will select "keeper players" at the end of a season to carry over to the next. Each team will keep 4 players and the rest are released into the draft, thus each team will receive 9 draft picks for the draft. Draft picks can be traded as well. Each team will draft their remaining 9 players at the draft, with the draft order being based on the final standings from the previous season (worst to best). The first round is the only exception, as the top 3 picks (in the first round only) will be decided through a draft lottery (like the NHL and NBA) that will be held well before the draft (see the next rule for details). The draft will be a "ladder" or "snake" draft, meaning that the order is reversed every round. The draft will also be done offline so we can enter it manually. We will most likely meet in a chat room for the draft and inform teams when it is their pick. Players that have already been drafted will be edited into a draft results page, and a list of keepers not available in the draft will be posted ahead of time. However, it is up to each team to supply their own list of players and do their own scouting and preparation for the draft. If any teams quit or are removed from the league, the replacement team will get their picks and keepers.
The "Draft Central" board is where we will create polls to decide on details about the draft and post information about the draft. All important draft threads (including the rules and info, draft order/results page, and list of keepers) will be posted there prior to the draft. You can discuss everything else to do with the draft there as well.
You will have the 2 weeks after the playoffs to trade. The offseason trade freeze will be lifted sometime in September to give each team some additional time prior to the Keeper Deadline to make trades and prepare their keepers. During the week (or two) in between the Keeper Deadline and the draft, you cannot go over the 4 player limit so all trades during this time must include an equal number of players being traded to each team involved in the trade. You can own a 5th keeper during draft day only if draft picks balance out.
4. Draft Lottery
As mentioned above their will be a draft lottery. It will occur sometime during the two week offseason period, and will be done using this site:
www.pbegames.com/roller/
We will set it to generate 100 numbers (randomly) between 1-1000. The numbers generated between 1-1000 will correspond to numbers given to all 6 non-playoff teams. The chances will stay the same, and numbers have been assigned between 1-1000 (see below).
After the generator selects the 100 numbers between 1-1000, it will send the numbers in an order between 1-100, that can be emailed immediately to up to 5 emails before anyone sees the results (that's how we can't cheat, you guys can see the results at the same time we do). Here's how we will select which of the 100 numbers are the winners of the lottery and will claim spots 1-3 in the 1st round of the draft:
In the same email we will program the site to do a separate draw. This draw will pick 9 numbers between 1-100. Then the 9 numbers will be put in order in the same email, but in a new section. These numbers correspond to the list above (100 numbers between 1-1000). So if the first number on the 2nd draw is 25, then the 25th number listed in the 1st draw wins the lottery (lets say the 25th listed number is #490, then whatever team owns #490, in this case the 11th place team, would win). To decide who wins, we go in the order of the numbers listed in the second draw. If the same team wins twice, we will continue down the list, until 3 different teams are picked. If by some chance 3 different teams aren't picked in those 9 numbers, there will be a second draw of numbers. The winners from draw 1 will be carried over if a 2nd draw is needed.
VIA MAZE POSTING ON FEB 2012: Just thought I would let you guys know there will be new rules for next years draft lottery. For now on the winner of the consol's will receive the highest chance of receiving the first overall pick in the draft lottery. This was something that was voted on last year but because of the change in league management for this year it was forgotten about until just recently. We all had agreed that in order to keep managers interested in competing even when there teams had been eliminated from title contention, it would be in the best interest of the league to give out an incentive to the team that wins the consoles championship. This new rule will be implemented starting next season.
Here are each team's chances and numbers (between 1-1000) in the lottery:
The 7th Place Team has a 29.3% Chance - #1-293
The 12th Place Team has a 22.0% Chance - #294-513
The 11th Place Team has a 16.6% Chance - #514-679
The 10th Place Team has a 12.5% Chance - #680-804
The 9th Place Team has a 9.5% Chance - #805-899
The 8th Place Team has a 7.3% Chance - #900-972
The 1st Place Team has a 1.6% Chance - #973-988*
The 2nd Place Team has a 0.8% Chance - #989-996*
The 3rd Place Team has a 0.4% Chance - #997-1000*
Please note that lottery chances are given to the 1st round picks, not to the actual team. So if someone owns one of these teams 1st round pick, they are in the lottery and that team isn't. The lottery only takes effect for the 1st round of the draft, after that the order will go by the final standings with the "ladder" or "snake" format.
After these numbers are drawn we will be sending the email to 5 teams (most likely us three and the two teams with the best chances of winning), and if any teams that didn't receive the results via email want to see the results just ask one of us to forward the email to you. We will post the exact numers in the results on the forum anyway. We will announce the winners after receiving the email with the results.
If anyone would like to test this themselves, or just look at the site we use, here is the link again:
www.pbegames.com/roller/
Here's how we will program it. First were gonna use the "Dice Roller". We will enter 5 emails in those top 5 spaces. Below that is a section with 4 blanks: rolls, dice type, rolls per line, and comments. This is the first draw. Here is what will be imputted into those blanks:
Rolls: 100
Dice Type: 1d1000S (this means that there are 1000 number possibilities for each roll)
Rolls Per Line: 1 (this mean the numbers will appear in an order on 100 lines, one per line)
That is the first draw. Below it you will see the exact same thing. This is the second draw that determines which numbers in the first draw will win. It'll be set to this:
Rolls: 9
Dice Type: 1d100S (this means that there are 100 number possibilities for each roll)
Rolls Per Line: 1 (this mean the numbers will appear in an order on 15 lines, one per line)
There are more of these below, but we will only be filling out 2 of them. After that we will click submit and it will send the results to the emails entered at the top of the page. You can try it yourself to see what will happen.
The League Rules will be continued in the next post.
